I don't know who wishes to know, but in 1910 or there a bout's Sir Francis Vane KC,Bart , who was the senior Catholic Lord in England, started his own order, such as you are describing. That order was the World order of Scouting, also known as the Order of the Redeemer. When Sir Francis retired from Scouting, a Birmingham Businessman ( Mr J B Knighton) took over and styled himself as Knight Commander of the Order of the Redeemer and put the initials K C O R after his name. NO ONE OBJECTED.
Also, after WW1, some scouts who thought that B-P was too military, left Scouting and Started their own Association - The Order of Woodcraft Chivelry - so there is plenty of precedence for Scout Organisations to establish and run Honour Orders. The only point being that it must be made clear that such an Order does not have any unwarranted Royal or Government Patronage.
And as you say Ray, there are plenty of non-scout organisations that do similarly. for example The Ancient Order of Buffalo's, the Order of Forester's to name but two.
There is NO copyright on title or rank in England at least, and I believe you can call yourself what you like with a few exceptions, such as titles that apply to the established church, government and royalty without warranty.
Certainly, titles such as you are describing are in the Public domain. You can even purchase Manorial titles in many countries, giving the owner of those titles the right to use certain titles such as Joe Joe , lord of the Manor of so&so.

Members of the 'Rover order of St George' by their title alone will be known for who they are: Upstanding, honourable, trustworthy people within the Scout movement.
